Goal 02

Survivors β†’
Flourishing

10,000 people were commercially exploited in DFW in 2025. A pipeline exists to reach them, restore them, and help them thrive. The gaps in that pipeline are closable - if the right organizations are coordinated and resourced.

10,000 people have been identified in a sex for sale ad in DFW in 2026.

Improve the rate that survivors accept services.
Measure and improve the flourishing of survivors 1, 3, and 5 years out of exploitation.

The pipeline
From exploitation to thriving

STEP 1Identification

10,000

People exploited for sex in DFW in 2025

Freedom Signal / Scarlet Hope reaches 100% of exploited individuals advertised online in DFW through mass SMS outreach. Altus Just In Time training increases healthcare identification rates by 100x. But most exploited individuals - particularly in illicit massage businesses - are still not being reached.

STEP 2Services offered

5,000

People currently reachable through active partner programs

Of the 15,000 exploited, approximately 5,000 are reachable through current identification pipelines. The remaining 10,000 are in venues - primarily illicit massage businesses - where Clapham is building identification infrastructure.

STEP 3Active help

Data

to be sourced from EverFree + Altus

How many of those offered services are receiving sustained, ongoing support? This is the stage where the system most frequently fails - warm referrals between organizations are inconsistent.

STEP 4Employment and housing

130 businesses

are building the employment pipeline

Rahmah Recruiting / Turas Group, Freedom Business Alliance (130 businesses), and VeroSkills are building the employment pipeline. Gracelyn University provides career training to become accredited teachers. The goal: every survivor who wants a job has a clear pathway to one.

STEP 5Thriving

EverFree

tracks markers of human flourishing at 1, 3, and 5 years

Income, housing stability, relational health, and self-defined meaning. Clapham is working to make these the standard metrics for success in survivor care across DFW.

Learn about EverFree's Flourishing Framework

A staggering percentage of trafficking victims in DFW entered the system through the foster care pipeline.

Children who age out of foster care without a stable family are among the most vulnerable to exploitation. Preventing trafficking starts long before a victim is identified.

Local churches are uniquely positioned to recruit, train and support foster families. Clapham connects churches and organizations to the foster youth support network in DFW.

SUPPORT

Support a foster care family

Connect your church or organization to the foster care system. The most important thing a congregation can do is provide the trusted relationships and community that the foster care system cannot.

DFW is the
proving ground

If we can decimate 80% of trafficking here - in one of the most resourced and most trafficked regions in the country - we can show the nation how it is done.
